Is it possible to set up admins in an okta organization that can sign in as basic users? Specifically, I am hoping to be able to have group administrators have the ability to sign in as any non-admin users in their group.

We do not have an option out of the box to single sign on into an Okta user account, however this can be achieved by implementing a separate Okta tenant (or an app on your end) as a SAML identity provider for your current Okta tenant.
From the identity provider side, users can set up the username with which they can connect to your main Okta tenant and, as a result, log in on the specific user accounts.
