New user unable to login when checked reset password

In my account when I create user and set password by admin, unchecking “user must change password first login” option
The new user login works in subdomain.okta.com, but when a new user created set password by admin, checking “user must change password first login” option
The new user login do not work in subdomain.okta.com, the console shows:

https://subdomain.okta.com/api/v1/authn 401 (Unauthorized)

In short without checkbox login works, and with checkbox sign in fails.
