I am working to understand the changes from classic engine to OIE.

This works in Classic Engine in production, right now.
let rs = OktaUtil.getSignInWidgetConfig().relayState;

In Classic, this contains the relaystate and saml, which i can parse out the actual relay state.

In OIE, this value is undefined. Is there another way to get the relay state posted to the SAML login page?

When I say SAML login page, I mean this page that users evenutually end up on:
/app///sso/saml
