I am unable to create my account or sign in at [Okta Developer](https://developer.okta.com/signup/) I never received my welcome email and when I try to resubmit the signup form, the error message displays: “A user with this Email already exists”

Can’t sign in because I never received a sign in URL

Confirmed over the phone that the email bounced.
