403 when logging into dev account

I have a developer account which I’ve used to publish an app via the OIN manager. However, when I tried to log into my okta instance (originally setup via github), I’m now getting a 403. I’m no longer able to edit my application which is being used in production by customers.

I’ve tried using the email address associated with the login to reset the password but that results in an error - “Please contact support” - message.
