Can Okta SAML 2.0 use HTTP? I don't want to use HTTPS

Okta has very little information. I always don’t know how to do it.
Single Sign On - > URLhttps: / / localhost: 8088 / saml/SSO
On Restriction - > https://localhost:8088/saml/metadata
I is according to this article integrated – > Get Started with Spring Boot and SAML | Okta Developer
How can I change my code to use HTTP? How does Okta use Single logout?

Why can’t you use HTTPS? HTTP is insecure.
