Data base sync and updating okta profiles

Higher env data : production account

Create okta profile in preview account

Copy data to lower environment.

We are trying to update our database higher environment to lower environments problem is data has user identity provider ids and it differ top and lower env .

What is best approach to create user account for all profile which I am copying from higher environment to lower environment.
