Question about behavior when specifying User and Group list when created with Approver Type = RESOURCE_OWNER

When creating a RequestType with Approver Type = RESOURCE_OWNER in the Okta Identity Governance API, if you specify a list of Users and Groups in RESOURCE_OWNER, only those specified as Users can approve on the UI screen. In this case, can’t those specified as Groups approve?
