403 Access Forbidden. Access Forbidden on Account Creation

I am trying to create a Okta Dev account for learning and testing to become an Okta Certified professional. However, when I attempt to create a Okta Dev account I get the “403 Access Forbidden. Access Forbidden” error.

I get an activation email with my domain but I am unable to log in. Is there a way I can get this set up so I can start exploring this environment?
