Connect with a non-listed identity provider

Hi, I would like to add eID and itsme as Identity Provider for my website (angular).
They are not listed in the identity providers section (Security/Identity Providers).
Is it possible to add external identity providers ?
If so, when the user want to connect, how can I make the link between the external identity providers and the okta user via the API ?

Does this Identity Provider conform to either SAML or OpenID Connect standards? Okta supports manually adding an unknown/custom IdP, but they would have to follow one of these specs.
