Creating an okta admin via OKTA CLI in an automated test

Hello all,

For testing purposes, I am trying to automate the admin creation flow via Okta CLI. However, the email verification step and password set step are blocking us. Are there any APIs we can use to bypass these steps? Or has anyone else found a way to automate this?
