Do you only have this issue trying to log into the Admin Console? I suspect the issue is that someone modified the Enrollment policy in the org so that the user is not able to enroll in a 2nd factor, but the Admin Console explicitly requires 2FA (see this article that mentions that requirement)
If you can get into the Okta Dashboard (going directly to your org url, https://integrator-1950844.okta.com), can you try enrolling in a second authenticator in the End User Settings (Settings → Edit Profile → Extra Verification → → Set up) (Okta Verify recommended) and then try accessing the Admin Console?
If you nor any other admins can get in this way, you will need to create a new org as we are unable to help with this type of issue for an Integrator Free org, as mentioned here
