Hi, everyone. Our company has a web site, and our customers hope to log in to this site after authenticated by Okta. I found that Okta has an access proxy which cost $3 per user per month, but I haven’t found a detailed tutorial to teach me how to deploy it. Can anyone help me?
It sounds like you’re talking about Okta Access Gateway. Have you read through our Help docs for this product? Here are some links to get you started:

If you haven’t already, I would definitely recommend reaching out to our Sales team (or if you have one assigned, your Account Manager), as they should be able to get you more information on the Access Gateway product.

According to the documents, I should download the latest OVA file required for the development environment. However, I am unable to find any download link on the ‘Settings > Downloads’ page.
I have already contacted the Sales team, and they advised me to submit an IT support ticket for this issue. However, it seems that my account does not have access to the ticketing system, so I am unable to submit a ticket.
Here is the message of my Admin Console Setting>Download page. Please help me to find the Access Gateway binary installation package or the OVA file.

If your specific account does not have access to the ticketing system, have you tried speaking with other Okta admins at your company to see if they have that access? Paid customers should be able to access the help center, but your particular account may not have access. As long as you have a paid account, getting a support case open would definitely be the faster way to get this resolved.
If you are not using a paid Okta org, can you try reaching out on our main support community? This forum is focused on developer use cases, so I (and others on here) may not be familiar enough with Access Gateway to assist.
Yes, I can reach the main support community. But is personal account not enough access to the Access Gateway download link? My superior told me that the technical feasibility needs to be confirmed before paiding a company account. I thought developers could deploy the gateway.
