Import users from CSV files

I have two questions:

  1. Does anyone know what happened to Import and assign people from a CSV File > Assign end users to apps from a CSV file introduced here:

I can’t find it anywhere in the new or classic UI, is it deprecated ?

  1. For Import and assign people from a CSV File > Import Users from CSV

I keep getting this error, although I am sure the file is a validated csv file, I have tried different delimiters too.
