Limit works wrong for the app user list

I have about 20 users assigned to application.
When I try to get list of users for app with limit, like
https://dev-XXXXX.oktapreview.com/api/v1/apps/{app_id}/users?limit=10

I receive just 7 users for first page, while limit was set to 10.

I’m seeing the correct behavior on in my organization. Can you send us an email to developers@okta.com we might need to troubleshoot and look at your organization.

Limit is not working, it is always fetching only 21 records.
