SMS Authenticator Integration & Configuration inside okta tenant

Hi

I have a requirement for customer SMS verification for registering & login using okta REST API for our PHP web application.

I have few questions? to understand the SMS integration flow

  1. okta have a default SMS provider which I can directly use into my custom web application using Okta REST API for customer verification?
  2. Or i have to use third-party SMS provider for user verification?
  3. My company okta dev account have no Workflow → Workflow console option! please help me what I have to do to get it
