I’m unable to access my developer account dev-55805116.okta.com as an admin, getting:

403 Access Forbidden
You don’t have permission to access this page

Normal user access and authentication has worked, but I’m unable to do any admin tasks. Please help!

The same thing happened to me. As far as I can tell, Okta implemented an MFA requirement which makes free developer inaccessible due to security requirements. The only way around it is to create a new account, which btw can’t be based on a personal email account.
