Cannot create/edit access policies or rules

I do not have the ability to edit the authorization server. The only option I have is to select the ‘eye:’

Once navigated to the ‘Access Policies.’ I have no options to add an access policy, add a rule, or edit:

What admin permissions do you have? For example, a Read-Only or Org admin will only be able to view these options for a custom authorization server. Only Super Admins or API Access Management Admins can create/edit policies and rules.
