Can't configure SSO - Admin app?

I’m logged in as an administrator, however when I pull up the SSO SAML configuration guide for Zscaler 2.0, where the portal URL should be, this message is displayed:

Sign in to the Okta Admin app to have this variable generated for you.

I’ve tried another admin account but the problem persists. Can anyone offer advice?

I was able to workaround this by clicking the link to download IDP metadata, the URL and x509 certificate are both presented there. Weird.
