Changing User activation email

I am trying to change the verbiage in the default user activation email. I am using the default OKTA branding.
I made the change along with the logo theme. I have tested it. But when I create a new user I still keep receiving the default email except the logo other than that it is the same default wording.

Do I need a custom branding with my own subdomain in order to change the verbiages in any of the emails?

How are your users being created? Is it via API call, self-service user registration, or the admin console?
