According to the documentation, this lists all factors which can be enrolled for a specific user. Is there an API I can use to request ALL enrollable factors regardless of a user?

It looks like we have an API endpoint for this available in Beta right now, if you want to take a look at it.
Being a Beta feature means that there are no guarantees about the supported requests or the format of the responses you will receive, so I would not recommend including this in any business critical flows until it is out of Beta.
