Use MFA wihout users on Okta

Hi there,

I did a search on the forum on docs but did not find an answer. The question is can I use Okta just as MFA service. Looking at the okta api’s (Factors) this requires an userId as part of input.

So I assume that atleast an userId should be stored in okta for an user to start user enrollment to any one of Factors API ?

That’s right, the user would need to exist within Okta in order for them to be assigned a policy that will enroll/prompt them for MFA.

With Factor Sequencing enabled, you can configure users to login with just their username and a factor without them needing to use a password
