Hello, we do not store this type of value for our customers. Is this value mandatory and a hard requirement? What we could return here?
I think you can return whatever you want (maybe just return back whatever Okta sends to you in POST call)

But we do not save or plan to save any of this type of data (array of emails). So maybe is it possible not to return anything or return some hardcoded values?
yes, you can return some fake values too. It does not matter for Okta, as long as you do not use it to match/map inside Okta
