Locked out of my okta integrator admin console?

My attempts to login to my admin dashboard for my “integrator” instance results in

403
Access Forbidden
You don’t have permission to access this page.

https://integrator-xxx-admin.okta.com/admin/sso/callback?state=xxxx&error=access_denied&error_description=The+resource+owner+or+authorization+server+denied+the+request

I have tried clearing my cookies and using an incognito window. No luck.
Did I get locked out somehow? A temporary glitch? How to recover from this?

I probably locked myself out by trying to disable MFA for some test users.

I’ll likely create a new tenant as directed at Okta Help Center (Lightning)

yes, confirmed by Okta support. I locked myself out.

All is working fine in a new tenant when I am more selective. See Okta Help Center (Lightning)
