MFA setup question

I’m almost ready to deploy to production but our QA team has found a showstopper. So when they create a new user in our application, that user receives the email and they proceed through the onboarding process. In that process, they setup the Forgot Password SMS phone with their supervisor’s cell. Then once they login for the 1st time they have to setup their MFA SMS phone. Here is where they enter their own cell number. What happens is this phone overwrites the Forgot Password SMS phone number in addition to setting up the MFA SMS phone. Is this by design? The documentation never really explains if you can use different phones for both of these.
