Okta Azure Ad integration throwing 400

I was trying Okta Azure Ad integration using this documentation
https://help.okta.com/en/prod/Content/Topics/Provisioning/azure/azure-integrate-main.htm
But after completing all the steps I’m getting 400

Error Code: GENERAL_NONSUCCESS

Also, I’ve also tried all the changes mentioned here.
