I have created a okta account and I am the admin for the same, I have established Okta Verify on my old phone and now upgraded it to new one, I missed to scan the QR codes to the new one before resetting my old. I am not able to sign in to my organization and do anything about this.
If you have a paid account with Okta please contact the support team and they should be able to associate the integrator Org with your account to allow recovery.
Without a paid account there currently is no recovery method for integrator Orgs and a new Org will need to be created.
It is best to have two super administrators configured should one become locked out the other account can be used for recovery.
