I work as a Solutions Engineer at Posit PBC. I set up an Okta dev account that I can use to help reproduce customer issues who use Okta with our software. Would it be possible to have SCIM/User provisioning enabled for my account?

Thank you for reaching out here on the Okta Developer Forum. If you are using a developer account (Developer Okta Org), the SCIM provisioning option should already be available.
This is the SCIM documentation: SCIM 2.0 Protocol Reference
From the Okta configuration perspective, you can enable cloud SCIM provisioning for a custom SAML application OR a SCIM test app (available in the app catalog).
The provisioning tab should be available for both applications.
