Machine to Machine Client Credential Flow

I am trying to set up the Machine to Machine Client credential Flow, I follow the documentation available but I don’t see the documentation is inline with the admin / developer console. Is it because I am using developer edition ? can some one give pointers to the correct reference.

In the developer edition, when you go to add an application, you want to choose the Service option:

It is bit confusing , earlier I created an Okta account , it navigates to https://external-toyota-europeeta-admin.okta.com, there the view is slightly different and I was not able to switch to developer console.

now I created another account and I can see the similar screenshot of yours. Not sure may be I chose different option earlier .
