I have configured a BYOT telephony inline hook on my Integrator Free Plan org.
When a user tries to enroll the Phone authenticator, Okta displays ‘Your free tier organization has reached the limit of SMS requests’ before the inline hook fires. This happens on a brand new org with zero prior SMS sends. The inline hook should bypass Okta’s internal SMS counter entirely. Is this a known limitation of the Integrator Free Plan, or a bug?
