I received this advice from an Okta custom support person to ask this question here, see their instructions below:
The best revenue for assistance with a free account is the Okta Community page but it is also possible for your admin to create a case for the dev org without selecting it in the case creation menu, just making sure that they state that the issue is for another org. You could also try creating an admin user for the admin on the dev org but this might cause problems with their access overall so I think I should suggest against it for now. I think our Community should prove to be most successful.
