Unable to create developer account - user already exists

I am unable to create my account or sign in Okta developer.
Last time I tried to sign up with Github, but never received any welcome email having the sign-in URL. Hence I can’t sign in either.
Now I try to sign up with email, it fails and the error message says “A user with this Email already exists”

Team, can you please either let me know the sign-in URL or deactivate the account: loggingautomation5@outlook.com?

Can you try logging in through Github from Okta Developer?

If you run into any issues or errors during sign in, can you share a screenshot of the error you are seeing and the URL/domain (from the address bar) where you see this error?
