Error Msg: "Cannot create user. Maximum number of users has been reached."

I’m trying to create a user with the API and I’m getting the error message “Cannot create user. Maximum number of users has been reached.”

I’m calling the API once per minute so it’s not a rate limit problem.

On the People directory the “Add Person” is also disabled.

I have a development account with 1300+ users in it. Is there a limit to the number of users in a development instance.

How can I tell what our limit is? We’ve been over a hundred users for years and had not had a problem like this.
