Can't customize email templates

Hi,

I’m trying to customize email templates but I can’t get into manual mode, all modifications I do are not saved when I click to save button.

I have the same issue using a paid developer account. Any solution to this? @niskah

and when I try to edit this template to enter manual mode — the suggested approach https://help.okta.com/en/prod/Content/Topics/Settings/Settings_Email.htm — I just get this message
